Brief description of the system:

INOS Meter and Revenue Data Management System provides a wizard of Automated Meter Reading (MRI data), GIS data and RMS data analysis in a simple to use portal for utility, field engineers and executives to enable faster, smarter decision making ability.

INOS ‘MRDMS’ delivers accuracy, end-to-end visibility and real-time control over business processes related to smart metering.

INOS ‘MRDMS’ includes full meter data management capabilities and provides precision of RMS business process outlets uses, including energy usage analysis, high value consumers, high value HV feeders, high loss HV feeders and various concepts affecting direct involvement in revenue responses. MRDMS also serves as an integration platform to link advanced meter data with revenue data like MD, Power factor and so many techno-economic relations.

MDMS: A Foundation of Accurate Information

The MRDMS provides the foundation for Meter Data Analytics by storing all meter related data integrates with a variety of AMR systems and can act as a data integration bus to communicate with other related systems, Billing and SCADA.

The system’s VEE (Validation, Editing, and Estimation) module uses logic to estimate likely consumption for missing meter reads (PT missing, CT non functioning losses etc), creating a complete data set to support analysis both through the INOS MRDMS portals and in other integrated systems.

MRDMS provides data for field Engineers and cruise who can easily drill into their usage data to analyze follow up and feedback day by day, month by month or year by year in simple, graphics based user interface. The field Engineers and service team can be educated about how their implication of demand response (DR) programs and policies. This will enable the human resource to handle situations faster and effective management of findings.

OBJECTIVES OF MRDMS CELL

Meter data ware transported from four major cities  in MRI cell and started analysis in first phase . This yielded marvelous results. As such Company administration expressed concern to enhance the scope of meter data analysis to cover the whole Company area.

The strategy was planned to implement the creation of complete system for regular functioning of MRI Cell. Meter Data from all over the company area were called and started Technical Analysis.

Detailed discussions in different spans explored possibility of identifying new horizons reviewing the Revenue Management System billing data at Vigilance level. In light of INOS MRDMS and PWC suggestions road map is prepared.

A.    TECHNICAL ANALYSIS

SCOPE AND STRATAGY OF METER DATA ANALYSIS

Conventional electro-mechanical meters had many disadvantages in respect of its operation and securities. Modern technology has given solutions to overcome the task. Electromechanical  meters  are said  to be  dumb meters  which  are replaced by static electronic meters  having  facility  of  recording  various  electrical parameters, tampers, status of metering  system and health of meter. Precise meters have ability of delivering data to hand held electronic devices (MRI) which are up loaded to the base computer for systemic analysis and records.

The data uploaded to the Base computer are rearranged for categorical analysis for further process to:

Analysis of different electrical parameters and their associated effects in metering systems is being done. This covers analysis of tampers recorded by meter, review of electrical parameter like voltage, current, power factor etc. which has direct concern with revenue of the utility. Looking to the ultimate importance of the subject the management suggested forming an independent cell for surveillance of all meters MRI facility meters installed in the area of jurisdiction of Indore DISCOM. Meter data analysis has been commenced in o/o the C.E and CVO Indore. Remarkable results noted in recent couple of months.

B.   REVENUE ANALYSIS

Scope of the MRDMS is enhanced to analyze revenue data but limited to only billing data categorically since detailed revenue analysis is being exercised at corporate level. RMS is functioning on 5 locations in Oracle and on Sybase platform in rest of the company area. The system implies thoughts deep on salient points

i)        Study of weaker chain links of the string where revenue leakage is possible.

ii)       Study of possible violation of relevant applicable tariff by the consumer.

iii)      Study of proper admissibility of Govt. subsidy to particular section of society/group of consumers

iv)     Review of tariff application by the internal management of DISCOM while a particular group migrates from one category to another category (if any) in subsequent Tariff order e.g. hospital, hostels etc

v)      Defaulter active PD consumers.

vi)     Study on detruncating principle of consumers having abnormal load factor of i.e. deep study of consumers having very heavy or very low load factor on the principle of business administration-‘ODD MAN OUT’.

vii)    Study of seasonal consumers on energy v/s MD relation like Pulse mills, cotton mills, ginning, stone crusher oil mills etc.

viii)   Matching of Revenue and meter data in respect of energy consumption and MD/ PF etc.

ix)     Other issues felt important time to time.

NEW SEARCH OF REASONABLE ZONES OF INTELLIGENT SURVEILLANCE

Study for identification of sharp and pin pointed targets instead of random checking in whole area of DISCOM. Concentration may be given to identified and proposed substantial zone of selected criteria.

i)      Identification of HV feeders comprising high value consumers which may be nominated as High value feeders

ii)     Identification of High loss (energy) HV feeders

iii)    Identification of pockets growing (predominating) banana, papaya, cotton belts since their energy requirement is very high and use high capacity motors.

iv)   Identification of HV feeders feeding the pockets growing green vegetables where the spell of energy consumption is long.

v)    Identification of elimination area where the energy usage is rare and efforts put on such area shall not yield good results.

vi)   Other concepts affecting direct involvement of revenue responses.
